7          UPDATES ON VARIOUS MATTERS & COUNCILLOR’S REPORTS

8          CORRESPONDENCE

8.1       Devolution – to note the whole county model as submitted by North Yorkshire County Council has been approved by central government.

8.2       2021 Parish Assembly Minutes – to confirm as accurate.

8.3       Correspondence received after preparation of the agenda which the Chairman of the meeting deems it necessary to consider as a matter of urgency.

FINANCE & GENERAL PURPOSES ISSUES

9          FINANCE, REGULATORY & GENERAL MATTERS

9.1       To approve the Schedule of Accounts Payable for September 2021 (Schedule 6).

9.2       Accounts paid under amended scheme of delegation [Minute 13/21.3 refers] – to note the following have been paid following online authorisation by Cllrs. Towse and Thompson:- Schedule 3 on 7/6/21 (£13,938.21), Schedule 4 on 14/7/21 (£10,393.30), Schedule 5 on 11/8/21 (£11,809.38), Schedule 5A on 25/8/21 (£7,768.87)

9.3       Community Hub – to note 1] an additional reserve bank account has been opened at Unity Trust, specifically to hold grant funding awarded to the Hub; 2] to date the Community Support Co-Ordinator and T. Boden have successfully obtained Hub grants totalling over £14,900.

9.4       Staffing – to note 1] the Community Support Co-Ordinator’s post had been extended a month to 30th September; 2] the CSC postholder has proved very effective and now the Hub was coming onstream there was a need to re-assess their hours and grade as a matter of urgency (discussion may need to be deferred to agenda item 15).

9.5       JJ Burchell Bequest – 1] to note the 8% Treasury Stock Gilts have matured; 2] to note the redemption proceeds of £1,884-88 has been re-invested in 4¼% 2046 Treasury Gilts.

9.6       Scalby Toilets – to decide whether to extend the existing 5 year agreement (£650/year till 31/3/2025)  for an extra year to cover the time the toilets were closed due to Covid. If that is agreed then to make a pro-rata payment for 2021/22 of £487-50 (to cover from 1/7/21-31/3/22).

9.7       Welcome Back grant funding from SBC – a grant of £2,500 was offered to create and promote a safe environment for local businesses and tourism such as the provision of hand sanitisation stations, additional conveniences and/or cleansing. Following discussion with the Chairman, in accordance with Standing Order 51 (Delegated Powers) the Clerk notified SBC that the full amount of this grant was to be passed to Scalby Toilet Trust in order to cover part of their anticipated costs in 2021/22.
